My name is Steve Ross and along with my founder Susan Tubbs and our partner, Suzie Lopez, we have over half a century of Marketing, Advertising, and Media Buying experience.


Susan and I have worked together for years on direct response marketing campaigns for businesses, driving lower-cost, more profitable leads for them. We’ve also worked on multiple political campaigns, providing expert media buying services, resulting in more engagement and turnout.


Recently, while working on campaigns brought to us by political consultants and other agencies, we uncovered that these other players were possibly taking over 50%+ of the budget as their fee!


We decided then that there had to be a better way. That those candidates running to represent the will of the people deserved better! So we created Political Media Buyers with a simple and straightforward goal:

  • What's Our Mission

    At Political Media Buyers, our mission is to provide campaigns of all types with access to the same expert media buying services that are typically reserved for top-tier national races. 


    We believe that every voice deserves to be heard, and we are committed to leveling the playing field by offering transparent, effective, and affordable media buying solutions.

  • What are "in-window" and "out-of-window" periods?

    In-Window (also called "LUR Window" or "Lowest Unit Charge Window"):

    • 45 days before a primary, caucus, or runoff election

    • 60 days before a general or special election


    Out-of-Window: Any time outside these FCC-mandated periods


  • What's the pricing difference for In and Out of Window?

    In-Window:

    Legally qualified candidates must receive the "Lowest Unit Rate" (LUR) — the absolute lowest rate your station charges any commercial advertiser for the same class of time, same daypart, and same length. Candidates receive all volume discounts without having to purchase in volume.


    Out-of-Window:

    Candidates pay negotiated rates. Stations can charge candidates the same rates as other commercial advertisers but are not required to offer lowest unit rates.


  • Who qualifies for lowest unit rates?

    Only legally qualified candidates and their authorized campaign committees for federal, state, and local races.


    Not Eligible:

    PACs, Super PACs, issue advertisers, and other non-candidate groups do NOT receive lowest unit rates, even during window periods.


  • What races does this cover?

    All of them — federal, state, and local. This includes presidential races, Congress, governor, state legislature, mayor, city council, school board, judges, and any other public election your station accepts advertising for.

  • Who's on Our Team

    Our team is comprised of seasoned media buying professionals with a deep understanding of the political landscape. 


    We are a non-partisan agency, and we are proud to have worked with candidates and causes from across the political spectrum. Our team's expertise spans all forms of media, including broadcast television, cable, streaming TV, radio, out-of-home, and digital platforms. 


  • What media does this apply to?

    FCC rules apply to broadcast television stations, broadcast radio stations, cable systems, and satellite TV/radio providers. Digital advertising (social media, streaming, podcasts) is NOT subject to these requirements.

  • Does my station have just one LUR?

    No. Almost every station has multiple lowest unit rates — one for each class of time in each daypart. Morning drive has a different LUR than overnight. A 6am-noon rotation is a different class than a 6am-6pm rotation. Each class has its own LUR.


    Additionally, the pre-emptibility or how likely a spot is to be bumped or not ran, also affects LUR pricing. 

  • How do packages affect LUR?

    Candidates cannot be forced to buy packages. Stations must break down package prices per spot, allocate the cost to each class of time in the package, then compare those rates to determine if they impact your LUR. This allocation is internal and doesn't go in the public file.

  • Are there any requirements outside the window?

    Yes. Federal candidates have "reasonable access" rights year-round, and equal opportunities rules apply once any candidate becomes legally qualified, regardless of whether it's during a window period.
